An organization is only as effective as its volunteer members, and the SMCMA provides numerous opportunities to contribute to the life of our dynamic organization. Through volunteering for a committee, as a delegate, or in one of our community service programs, you are promoting the cause of organized medicine. BOARD COMMITTEES

Purpose

As described in the SMCMA bylaws, the Nominating Committee is responsible for developing the slate of nominees for Officer and Board of Director positions for submission to the full Board of Directors for approval. In addition, the Nominating Committee will recommend Delegates and Alternate Delegates for the SMCMA Delegation to the CMA, the SMCMA Distinguished Service Award, and other appointments requiring approval or ratification by the SMCMA Board of Directors.

Composition

The composition of the Nominating Committee is defined by the Corporation’s Bylaws and consists of the following members:

  • President
  • President‐Elect
  • Immediate Past President

The Chair of the Nominating Committee is the SMCMA President and this Board Advisory Committee reports directly to the full SMCMA Board of Directors.

Responsibilities

  1. On an annual basis, recommend nominations for the following offices and/or awards to the SMCMA Board of Directors:
    1. Executive Officer Positions
    2. Board of Directors Positions
    3. SMCMA Delegation to the CMA, including Delegates and Alternate Delegates
    4. Candidates for the SMCMA Distinguished Service Award
    5. Candidates for the SMCMA Dr. James Hutchinson Diversity & Inclusion Award
  2. On an as-needed basis, convene to review and recommend nominations for other appointments or awards requiring approval by the SMCMA Board of Directors.

Purpose

The Finance Committee is responsible for monitoring the financial health of the organization and ensuring that its assets are protected, its resources are used properly, and the organization complies with all applicable laws and reporting requirements.

Composition

On an annual basis, recommend nominations for the following offices and/or awards to the SMCMA Board of Directors:

  1. Treasurer / Secretary
  2. Two at-large Directors, to be appointed by the SMCMA President

The Chair of the Finance Committee is the Treasurer / Secretary and this Board Advisory Committee reports directly to the full SMCMA Board of Directors.

Responsibilities

  1. Ensuring that accurate and complete financial reports are maintained by the Corporation.
  2. Reviewing periodic financial statements to ensure accuracy for presentation to the Board of Directors.
  3. Reviewing Annual Budgets, ad‐hoc budgets, and tactical initiatives to propose and recommend action by the Board of Directors.
  4. On a periodic basis, review the Corporation’s financial policies to include Expense Reimbursement, Board Designated Operating Reserves, and Investment Guidelines and Strategies, to ensure proper use and protection of the Corporation’s financial resources.
  5. Review and make recommendations to the Board of Directors regarding the establishment and termination of banking or similar relationships.

Purpose

The Bylaws Review Committee is responsible for the periodic review and proposed update to the SMCMA bylaws and other governing documents. In addition, the bylaws and governing documents of other affiliated organizations such as the SMCMA Political Action Committee (SMPAC) and the SMCMA Community Service Foundation (SMCMA CSF) are also subject to periodic review and proposed updates by the Bylaws Review Committee.

Composition

The Bylaws Review Committee is selected by the SMCMA President and approved by the SMCMA Executive Committee. Bylaws Review Committee members may include both directors and non-directors who have maintained membership and are in good standing.

The Chair of the Bylaws Review Committee is the SMCMA President and this Ad-Hoc Board Advisory Committee reports to the SMCMA Board of Directors.

Responsibilities

  1. The Bylaws Review Committee is commissioned by the SMCMA Executive Committee on an ad-hoc basis to review the SMCMA bylaws and other governing documents of the corporation. These documents may also include the bylaws and other governing documents of affiliated organizations such as the SMPAC and the SMCMA CSF.

 

ENGAGED MEMBERSHIP

Purpose

The purpose of the Membership Committee is to promote membership in the SMCMA through creating, facilitating, and supporting recruitment and retention activities in collaboration with the SMCMA Customer Relationship Manager. The Membership Committee should also actively encourage member participation in SMCMA committees and activities, determine if member needs are being met, and recommend measures or services that will better meet the changing needs of the San Mateo County physician community.

Composition

The Membership Committee is comprised of SMCMA members who have maintained membership and are in good standing. The Chair of the Membership Committee is appointed by the SMCMA President and this Advisory Committee reports directly to the full SMCMA Board of Directors.

Responsibilities

  1. Assist in membership recruitment and retention activities, including outreach activities such as emails, phone-calls, and attending face-to-face meetings with prospective members or groups (as needed).
  2. Provide input/suggestions on how to expand or improve services and add value to membership.
  3. Attend SMCMA events / activities to serve as SMCMA “ambassadors” within the Physician community.
  4. Actively seek out recognition opportunities to highlight member accomplishments.

Purpose

The purpose of the Editorial Committee is to compose, curate, and publish information about the activities and accomplishments of the SMCMA and matters impacting members. In collaboration with the SMCMA Marketing & Communications Director, the Editorial Committee should provide general direction and guidance in the messaging and production of SMCMA content, including San Mateo County Physician magazine and other newsletters or communication vehicles utilized by the SMCMA.

Composition

The Editorial Committee is comprised of SMCMA members who have maintained membership and are in good standing.

The Chair of the Editorial Committee is appointed by the SMCMA President and this Advisory Committee reports directly to the full SMCMA Board of Directors.

Responsibilities

  1. Work in collaboration with the SMCMA Marketing & Communications Director to develop scheduled publications to inform membership about SMCMA activities or matters impacting the SMCMA member community.
  2. Develop an editorial calendar for the year, as well as per issue for each publication.
  3. Compose original and curate content to meet the deadlines set by the editorial calendar.
  4. Review and/or recommend potential advertisers or sponsors to support SMCMA communications or media platforms.

Purpose

The purpose of the Leadership Development Committee is to identify and develop leadership opportunities for member volunteers, to identify resources required for such initiatives, and to provide support in the development of new leaders of the SMCMA. The goal of the leadership Development Committee is to create a pool of engaged volunteers and to identify those whom have the potential to be developed into leaders.

Composition

The Leadership Development Committee is comprised of SMCMA members who have maintained membership and are in good standing.

The Chair of the Leadership Development Committee is appointed by the SMCMA President and this Advisory Committee reports directly to the full SMCMA Board of Directors.

Responsibilities

  1. Identify, engage, and cultivate future volunteer leaders and committee chairs.
  2. Assist in developing volunteer recruitment opportunities within other committees.
  3. Develop a plan to train future leadership to meet the changing needs of the SMCMA and organized medicine.
  4. Define paths to leadership within the SMCMA.

 

INFLUENTIAL PHYSICIAN VOICE

Purpose

The purpose of the Legislative Affairs Committee is to ensure there is adequate and appropriate monitoring, lobbying, and oversight on federal, state, and local legislation and issues that could affect the SMCMA and its members. The committee should research, develop, and implement plans to achieve SMCMA’s legislative goals, including items such as partnering with local legislators and affiliated organizations, protecting the practice of medicine, and advocating for patient and community health.

The Legislative Affairs Committee works in tandem with SMPAC to support local candidates who share the SMCMA’s perspective to ensure elected officials promote legislation and regulations supported by SMCMA.

Composition

The Legislative Affairs Committee is comprised of SMCMA members who have maintained membership and are in good standing. Members of the Legislative Affairs Committee are also urged to remain involved in SMPAC affairs for continuity.

The Chair of the Legislative Affairs Committee is appointed by the SMCMA President and this Advisory Committee reports directly to the full SMCMA Board of Directors.

Responsibilities

  1. To conduct political action on behalf of the SMCMA.
  2. Promote the local influence of the SMCMA through building relationships with politicians, officials, and other public parties.
  3. Evaluate candidates for local, state, and federal offices representing the SMCMA community.
  4. Participate in legislative and advocacy events as identified, including CMA Legislative Advocacy Day.

Purpose

Article II of the SMCMA Political Action Committee bylaws designates the purposes of the SMPAC are:

  1. To promote and strive for the improvement of government by encouraging and stimulating physicians and others to take a more active and effective part in governmental affairs.
  2. To assist physicians and others in organizing themselves for more effective political action in carrying out their civic responsibilities.
  3. To provide the opportunity for individuals to contribute to the support of worthy candidates for local and state office who believe and have demonstrated their beliefs in the principles to which the medical profession is dedicated.
  4. To make expenditures in connection with the selection, nomination or election of any individual for local or state office.

SMPAC works in tandem with the Legislative Affairs Committee to support local candidates who share the SMCMA’s perspective to ensure elected officials promote legislation and regulations supported by SMCMA.

Composition

The SMPAC bylaws states the composition of the SMPAC Board of Directors shall consist of eleven members, a minimum of five members shall be elected from the Administrative Members (current SMCMA Board of Directors) and three members from the SMCMA Legislative Affairs Committee.

The duration of service terms are one year, and no member shall serve for more than three consecutive terms except the Secretary/Treasurer (only if the Secretary/Treasurer is not a physician).

Officers of the SMPAC shall consist of a Chair, a Vice Chair, and a Secretary/Treasurer. The officers shall be elected by the SMPAC Board of Directors at its annual meeting and shall serve until the next annual meeting.

Responsibilities

  1. To ensure elected officials promote legislation and regulations supported by organized medicine, the SMPAC supports local candidates who share the medical profession’s perspective.

Purpose

The California Medical Association House of Delegates meets annually to establish broad policy on important issues affecting members, CMA, and the practice of medicine. As described in CMA’s bylaws, county medical societies are entitled to delegates determined by a proportionate representation formula based on the membership count each December 31st of the preceding year. Component medical societies are grouped into 11 geographic districts, and SMCMA is included within District VII along with Monterey, Santa Clara, Santa Cruz, and San Benito Counties. Component societies may elect one alternate delegate for each delegate to which it is entitled. Alternate delegates may be seated and vote on the floor of the House as substitutes for regular delegates at the discretion of delegate chairs. For 2018, SMCMA is entitled to 12 delegates and 12 alternate delegates.

Composition

The CMA Delegation is comprised of active SMCMA members in good standing. Delegates and Alternate Delegates are nominated by the SMCMA Nominating Committee and approved by the SMCMA Board of Directors.

The duration of service terms are two years, with no term limitation. The Chair of the CMA Delegation is appointed by the SMCMA President and approved by the Delegation.

Responsibilities

  1. Represent the SMCMA through attendance at the Annual CMA HOD meeting, during the Quarterly Resolution Process, and at District VII meetings and functions.
  2. Extend positions on resolutions, policy, and position statements on behalf of the SMCMA.
  3. Review periodic CMA and/or District VII correspondence and make recommendations on issues that are critical within the medical community that impact the SMCMA.
  4. On an as-needed basis, bring urgent or critical items to the attention of the SMCMA President and/or Executive Committee for possible action or response.

 

PROMOTING HEALTH

Purpose

The purpose of the Program Development Committee is to provide guidance and oversight of SMCMA programs and events with the goal of providing comprehensive, innovative programs or education aimed at supporting member practices or improving public health in San Mateo County. The Program Development Committee should actively seek out partnerships with other local entities to increase awareness of the SMCMA and expand programmatic offerings.

Composition

The Program Development Committee is comprised of SMCMA members who have maintained membership and are in good standing.

The Chair of the Program Development Committee is appointed by the SMCMA President and this Advisory Committee reports directly to the full SMCMA Board of Directors.

Responsibilities

  1. Provide oversight, guidance, and direction to programs offered by the SMCMA.
  2. Increase variety and accessibility of program opportunities to support SMCMA members.
  3. Increase collaboration with other organizations to enhance educational or programmatic opportunities and provide SMCMA with greater visibility as an active community member.
  4. Review program feedback and make recommendations on the content of future events.

Purpose

The purpose of the Hospital Staff Liaison Committee is to enhance communication between the SMCMA and the medical community within San Mateo County. The Hospital Staff Liaison Committee provides a forum for consistent communication between hospitals and other entities, and should explore opportunities for cooperative efforts and to promote awareness of public health needs or SMCMA initiatives.

Composition

The Hospital Staff Liaison Committee is comprised of SMCMA members who have maintained membership and are in good standing.

The Chair of the Hospital Staff Liaison Committee is appointed by the SMCMA President and this Advisory Committee reports directly to the full SMCMA Board of Directors.

Responsibilities

  1. Determine key parties within the San Mateo County medical community.
  2. Participate and provide an active voice on SMCMA interests within the San Mateo County medical community.
  3. Engage in conversations with other entities to determine possible opportunities for collaboration.
  4. Collaborate with representatives from other entities on specific, ad-hoc items on an as-needed basis.

Purpose

The San Mateo County Medical Association Community Service Foundation (SMCMA CSF) was founded in 2009 to give back to the community by providing health and educational outreach programs. The SMCMA CSF is affiliated with and administered by the SMCMA.

The mission of the SMCMA CSF is to improve quality of life through the promotion and development of programs that encourage healthier personal and professional lifestyles, promotion of volunteerism among medical and health professionals, collaboration with health-related organizations on community health issues, and educational programs to enhance the medical and health professions. Historically, the activities of the SMCMA CSF are divided into the following three categories: (1) San Mateo Hep B Free Program; (2) Community Health Collaboration and Betterment; and (3) Physician Educational Seminars and Programs.

Composition

The SMCMA Community Service Foundation bylaws state that the SMCMA CSF shall have five (5) Directors, which are collectively known as the SMCMA CSF Board of Directors. The Directors shall be those individuals serving as the executive officers of the SMCMA, including:

  1. SMCMA President
  2. SMCMA President-Elect
  3. SMCMA Secretary/Treasurer
  4. SMCMA Immediate Past President
  5. SMCMA Chief Executive Officer (Executive Director).

These Directors shall also be considered the officers of the SMCMA CSF and will hold the corresponding office within the SMCMA CSF Board of Directors.

Responsibilities

  1. Support the mission of the SMCMA CSF and periodically review the mission statement for relevance.
  2. Manage and support the affairs of the SMCMA CSF, including governance matters, fundraising, and program delivery.
